I don't think so. I have an X1650 on my old compy and it wouldn't run at all.

I have an "Unsupported" X300 and I play the game.
ThinkPad T43: Single Core Pentium M 2.0 GHz w/ ATI Mobility X300 (64 Megs).
I play at 640x480 on low settings (which still looks pretty good). I hit up to 50+ FPS in inside areas, but that drops to the teens in big open areas.
Setting the clipping plane down kicks that back up, but adjusting the clipping plane is considered a "cheat", so its not allowed on online servers (unless they have cheats enabled).
The X300 is pretty much the slowest in the "X" line of ATI cards, so if L4D can run on it, then it can certainly run on anything better like the X1400 and X1650.

HA! My old computer had an X300, crazy, I thought I was alone there.
My new computer has a 9600 gt, very happy.
I know the X300 could play TF2 on Medium-Low, and could play BF2 on Medium high, until the compy got tired and then medium low.
