After my iPod Nano 2nd Gen is fully charged and I disconnect it, it won't stop saying "Charged" and it won't shut off.

Try holding down 'menu' and the middle select thing together for a few seconds. It should hopefully restart the ipod. No guarantees.

Shouldn't there be a limit on sig's so it doesn't take up 40 lines?

the original nano does too, well at least, mine does.
I waited for the battery to die out, then it became allright.
Well, after charging, of course.

Same things happened to my ipod 2-3 times, though mines 6th generation, it's still fixed near enough the same way. You just have to reset your ipod.
This sounds about right:
Try holding down 'menu' and the middle select thing together for a few seconds. It should hopefully restart the ipod. No guarantees.
