My brother has vista...
and it won't send out signals... or something...
well, he can connect to his local network fine, but when he tries online, it says it's recieving signals but not sending them...
WHY!?
btw, that's my brother that's in the marines right now, and he just got ut3, so I want to shoot him now.

It's all about the ports dude :)
I'll take a guess and say that he can browse the web fine.
Most large networks restrict the ports that you can use to increase network security.
For example, steam games requires the following ports are open:
TCP Ports: 27020-27050
UDP Ports: 1200, 27000-27015
I guess that these ports are blocked either on your brother's PC or on your brother's network. Get him to unblock these ports on his PC and if that fails, speak to the network administrator.

Leon, you really need to provide more info, there's nothing to go on there.
Is he able to browse websites? What firewalls are running?

My mom got him to assign it an ip address :D
I'm sure that will DEFINATELY help.
I don't know what firewalls are running, I have to talk with him, and no he can't do ANY online activity with it. The connection says that it is receiving information but not sending it out.
My mom will probably solve the problem really soon just to make this topic pointless.
