Taking a loot at this, the concept art and the new models we saw at E3 musth have been a heavy WIP. I remember mentioning that they'd need something to explain why the Survivors can hold all their ammo and guns, and it appears that Bill now has a holster for his gun. And his beard and cigarette are back. Cool beans.

Generally, special forces soldiers are allowed to grow beards and allow their hair to grow out. They are given much more freedom in that respect than other soldiers.

Given that Bill was a special forces soldier in Vietnam, it would be totally normal if he were to have a beard back then, and it would be somewhat unusual for a seasoned war vet like himself to shave his beard completely off, especially if he's had one throughout the majority of his life. Oh, and massive zombie apocalypse isn't exactly the best time to shave, either.

That's my reason for the devs giving him a beard. =D I doubt it had anything to do with community feedback.
