Okay so today when I closed out of Steam, and got back on it later on, it tried to update. It wouldn't update, and kept saying I wasn't connected to the internet, even though I am. So in all my infinite wisdom I decided to uninstall Steam and reinstall it, losing all of my games. Now though, I'm having trouble. I have it reinstalled, but it can't update. I get this message:
"Steam.exe (main exception): Unable to load library Steam.dll"
So far, it seems that the main culprit is gonna be the campus internet. Everything I've read points to blocked ports, but I have no control over the ports and can't block or unblock them. Does anyone know of a way to bypass this, so that I can still get back on Steam?
I will be severely depressed if they decide to block Steam totally and I don't get to play Left 4 Dead...

Well..... I've seen this happen several times but I don't know what to do personally, I know someone who does. They should be here sometime today or tomorrow.

Try deleting the Steam.dll file and restarting the program.

There is no harm in doing so, I know it works in many cases, for example mine.

No offense to you of course. If it has worked then good for you. But 0n3_0f_7h3m is a computer wizz in my opinon and knows what to do.

Then the firewall may be blocking you from being able to download steam.dll from the Steam servers. Have you re-installed? If you have, and still don't get that file, it is most likely the firewall.

Wait before you do anything drastic. In most cases of this I have read that they completely re-formatted their hard-drive and the problem persisted. So don't un-install anything else.
I will post again shortly when I've done some research on the problem.

Alright... Do you have a firewall?
Because most people are claiming disabling their firewall, or allowing certain things has worked.
If you do, make sure it allows the following things:
* steaminstall.exe
* steam.exe
* hl.exe
* hl2.exe
* steamTmp.exe
Also have you tried re-booting? Sometimes something as simple as that can be the answer.
EDIT: Do you have any friends using Steam with the campus internet? If so, does steam work for them?

I don't think anyone has been able to answer you properly. in your main steam file directory there should be a file named steamclient.blob. you should delete this. once u try to start up steam again, steam will automatically reinstall the file and it should solve your problem. i hope this helps

Steam cannot connect through most campus internet connections. Trust me, I've tried on many, many occasions and at different schools.
There is also no way to change the ports it tries to connect on either. Damn shame that.
EDIT: I said most because if i say that it wont work someone here will jump in and say "but mine does!" etc. So far I have had zero successful connections on any school or government internet connection.

Well... is this the first time you're connecting through the campus internet?
If so its most likely that.
But, if you have used steam with the campus internet before, that shouldn't be the problem.

I have been on Steam for nearly 2 months now using the same campus internet, and I know of other people that have been playing on it also. However, I don't know if it's still working for them, as I have no idea where they are on the campus.
My Windows Firewall is turned off. I do not have anything blocked. I have rebooted my computer several times, I have reinstalled Steam, and I have shut down my PC and just left it off for a while. So far, nothing.

Not yet. Currently I am trying something different, running HTTP-Tunnel and running Steam through it. So far, Steam is updating, but it's going really, really slow and I'm not sure why. Today before I had any trouble I was downloading Stubbs the Zombie at 500kb/s.

Ok, delete the following file then.
Location:
c:\program files\steam\clientregistry.blob
Once you delete it, restart steam and wait for it to update.
If that does not resolve the issue then uninstall Steam using Add/Remove Programs in the Windows Control Panel. Once Steam has been uninstalled, please download the latest Steam installer here:
http://storefront.steampowered.com/download/SteamI nstall.msi (http://storefront.steampowered.com/download/SteamInstall.msi)
Steam says usually the issue is caused by a bad Steam installer. I am confident if you delete the .blob file it will be solved.

Uninstalled, reinstalled, deleted the .blob file, and it still can't connect.

My steam has been acting up lately as well, it won't even connect, and it doesn't give me a message of not connecting. I activate the .exe and it just says "connecting steam account: BaldingSteve..." and if I don't do anything it stays there for the whole day.

Without running it through this HTTP-Tunnel, my Steam just sits at a little box that says "Updating Steam..." and never makes any progress. However when I run it through HTTP-Tunnel, I can't do shit. I hit the games tab, and Steam freezes up.

Managed to get Steam up and on the Friends service using HTTP-Tunnel. But so far, I've had no luck in downloading my games. I'm going to bed now, tomorrow I'm gonna head to the administrators and see if the Steam ports are blocked, and if they can be unblocked.

The network admin wasn't there today, so I've gotta try tomorrow. I would use HTTP-Tunnel some more, but apparently that is against their policy, so that could make them not wanna unblock ports.
I've also come to find that not only is Steam blocked, but so is WoW, Ventrilo, and even Xbox Live...
