That's just because console and PC aiming systems tend to move differently. The Resident Evil 4 PC port with the community mouse patch is a good example.

PC's can use controllers too, so the message is more likely about freedom of choice.

I used to use my PS2 controller for flying jets in BF2, via. a converter which was cheaper and worked just as well as buying a PC specific analogue controller. I used my mouse for helicopter piloting but would run out of mouse space when flying a jet in a dogfight.
