Does source sdk allow me to play mods without owning hl or cs?

I just downloaded steam and wanted to know if I'm able to download sdk and then be able to play mods such as zombie master or zombie panic? So am I?

If you have ati or nvidia cards, you can get hl2:dm for free and run all the mods with that.
