Server Ping problems 1900 ping randomly

hi

I got a question is it possible that a single person can cause the server to have 1900 ping?
Cuz like we play on my server for example with like normal pings all the time then suddendly last map everyone gets 1900 ping and total big lag. It also happened on servers where it never happened before and its really strage and nobody knows where the problem is coming from. I'm running a lot of servers for other games and they never had these problems but just the l4d servers I seem to be on sometimes go randomly 1900 ping like i said its not always there are games where we just play till the end and nothing happens then there are games where the server goes 1900 ping after 2 maps or 3 or 4 etc sometimes just at the start and its really strange.

Also I have to say these problems where never there for 7 months or something now they just started last month.

Is there a possibility that a single person could crash the server with just being on it?
not like to hack into the server or something I mean just to be on it and play then suddendly everyone gets 1900 pings?

the only thing i know of that causes ping of that severity is bit torrents. if anyone has torrents running it will cause usually around 1600 ping, but its usually only for the person with the torrents

It's been doing this for the 360 too. It has red connection (hi ping i guess) on every l4d1 and l4d2 demo server i join

L4D1 has been fine for PC, but I'm pretty sure they have limited servers when it comes to the L4D2 Demo.
